There were two different kinds of cellophane holders used in 1954: The majority of 1954 boxed proof sets are housed in a gray opaque polybag. The very first 1954 proof sets were issued in the ribbed bottom cellophane holders that was used for the 1953 proof sets. Only 233,300 sets were minted in 1954.
